Article 311 of Constitution of India deals with dismissal, removal or reduction in rank of persons employed in civil capacities under the Union or a State. It states that no person who is a member of a civil service of the Union or an all-India service or a civil service of a State or holds a civil post under the Union or a State shall be dismissed or removed by an authority subordinate to that by which he was appointed. / भारत के संविधान का अनुच्छेद 311 संघ या राज्य के तहत नागरिक क्षमताओं में कार्यरत व्यक्तियों की बर्खास्तगी, निष्कासन या पद में कमी से संबंधित है। इसमें कहा गया है कि कोई भी व्यक्ति जो संघ की सिविल सेवा या अखिल भारतीय सेवा या किसी राज्य की सिविल सेवा का सदस्य है या संघ या राज्य के अधीन सिविल पद धारण करता है, को उसके अधीनस्थ प्राधिकारी द्वारा बर्खास्त या हटाया नहीं जाएगा। जिससे उनकी नियुक्ति हुई थी।
