The Mandal Commission was established in India in 1979 to identify who qualified as an “other backward class.” In its report in 1980, it affirmed the affirmative action practice under Indian law whereby members of lower castes (Other Backward Classes), Scheduled Castes (SC) and Scheduled Tribes (ST)) were given exclusive access to a certain portion of government jobs and slots in public universities, and recommended changes to these quotas, increasing them by 27% to 49.5%. / मंडल आयोग की स्थापना 1979 में भारत में “अन्य पिछड़े वर्ग” के रूप में योग्य होने की पहचान करने के लिए की गई थी। 1980 में अपनी रिपोर्ट में, इसने भारतीय कानून के तहत सकारात्मक कार्रवाई अभ्यास की पुष्टि की जिसके तहत निचली जातियों (अन्य पिछड़ा वर्ग), अनुसूचित जाति (एससी) और अनुसूचित जनजाति (एसटी) के सदस्यों को सरकारी नौकरियों के एक निश्चित हिस्से तक विशेष पहुंच दी गई थी और सार्वजनिक विश्वविद्यालयों में स्लॉट, और इन कोटा में बदलाव की सिफारिश की, उन्हें 27% से बढ़ाकर 49.5% कर दिया।
