Haryana state was formed on 1 November, 1966, on the recommendation of the Parliamentary Committee which was announced in the Parliament on 23 September, 1965. On 23 April, 1966, acting on the recommendation of the Hukam Singh Committee, the Indian government set up the Shah Commission under the chairmanship of Justice J. C. Shah, to divide and set up the boundaries of Punjab and Haryana giving consideration to the language spoken by the people. The commission gave its report on 31 May 1966. According to this report the then districts of Hissar, Mahendragarh, Gurgaon, Rohtak, and Karnal were to be a part of the new state of Haryana. Further, the tehsils of Jind (district Sangrur), Narwana (district Sangrur), Naraingarh, Ambala and Jagadhri were also to be included. / हरियाणा राज्य का गठन 1 नवंबर, 1966 को संसदीय समिति की सिफारिश पर किया गया था, जिसकी घोषणा 23 सितंबर, 1965 को संसद में की गई थी। 23 अप्रैल, 1966 को हुकम सिंह समिति की सिफारिश पर कार्य करते हुए, भारत सरकार ने स्थापना की। जस्टिस जेसी शाह की अध्यक्षता में शाह आयोग ने लोगों द्वारा बोली जाने वाली भाषा को ध्यान में रखते हुए पंजाब और हरियाणा की सीमाओं को विभाजित और स्थापित करने के लिए। आयोग ने 31 मई 1966 को अपनी रिपोर्ट दी। इस रिपोर्ट के अनुसार हिसार, महेंद्रगढ़, गुड़गांव, रोहतक और करनाल के तत्कालीन जिलों को नए राज्य हरियाणा का हिस्सा बनना था। इसके अलावा, जींद (जिला संगरूर), नरवाना (जिला संगरूर), नारायणगढ़, अंबाला और जगाधरी की तहसीलों को भी शामिल किया जाना था।
