Genesis of Military Nursing Service In India

भारत में सैन्य नर्सिंग सेवा की उत्पत्ति

 1. The reformation brought in the field of nursing by Florence Nightingale had resulted in a change in the outlook of nursing in India. A need was felt for professional nursing care for the British troops, which led to the establishment of Army Nursing Services in 1881 in Britain, subsequently, the Military Nursing Service in India started in March 1888, when the first batch of British Army Nurses arrived in India to serve in the hospitals for British troops. The nursing service was designated the Indian Army Nursing Service (IANS) in 1896. In 1902, Queen Alexandra became the first president of the British Army Nursing Service in United Kingdom and a year later IANS was converted into Queen Alexandra’s Military Nursing for India (QAMNS).

2. During the First World War, dire need of nursing care for Indian soldiers was recognized and a Temporary Indian Nursing Service (TINS) was started in 1914.

3. On 01st October 1926, it was decided to have a permanent nursing service in the Indian Army and the nursing service for Indian troop hospitals came into being with a total number of 55 nurses. In 1927, the designation of the Nursing Service for Indian troop hospital was changed to Indian Military Nursing Service .With the outbreak of World war II in 1939, 313 nurses were sanctioned for the nursing services for the British Army stationed in India, including 55 nurses of the Indian Military Nursing Service.

4. By an ordinance No.XXX issued on 15th September 1943, the Indian Military Nursing Service was raised as part of the Armed Forces union and for service with Indian Military forces which was designated as Military Nursing Service. The members of the service were appointed as Officers (Indian military Nursing Service) by the Central Government by notification in Official Gazette.

5. On 15th August 1947, India was declared independent. Colonel Mrs. D G Howard, an Indian Nursing Officer, was appointed first Chief Principal Matron of Military Nursing Service on 13th September 1947. Maj Gen G.A Ram, PVSM, was the first lady to attain the rank of Major General in Military Nursing Service as the Director of Nursing Service in the year 1976.

6. The Nursing Officers of Military Nursing Service render yeoman service to the country at all times, looking after the soldiers and their families in the tri service hospitals-Army, Navy and Air Force and also at the times of disaster, national crisis, war and terrorism. The highly skilled specialized Nursing Officers move in tandem with specialized care being offered in various multispecialty hospitals and have contributed greatly to the quick recovery and optimal wellness of their patients by providing care with compassion imbibing preventive, promotive and rehabilitative care aspects. The motto of MNS is "Service with smile”.

JOIN MILITARY NURSING SERVICE
BSc (NURSING) COURSE - 2020


1. Applications are invited from FEMALE CANDIDATES (only) for admission to 4 years B Sc. (Nursing) Course commencing in 2020 at Colleges of Nursing of Armed Forces Medical Services. Candidates will be awarded admission in Colleges of Nursing based on the merit cum choice, subject to medical fitness and the vacancies in each College. The selected candidates shall execute an Agreement/Bond to serve in the Military Nursing Service. On successful completion of nursing training (4years), the  candidates will be granted Permanent/Short Service Commission in the Military Nursing Service, under the terms and conditions laid down for grant of such commission. They shall have to refund the Bond money as per the Bond executed in the event of withdrawal
from the Course, termination of training or refusal to accept Commission in the MNS, if offered. During training they will be provided with free ration, accommodation, uniform allowance and monthly stipend as per terms and conditions as amended from time to time.

2. Subsequent to passing the final year University examination for B Sc (Nursing)  Course, the candidates will be offered Commission in the Military Nursing Service subject to medical fitness. The date of declaration of result from respective Universities will be the date of Commission for the candidates. The date of Commission determines the date of seniority in service among all candidates who have joined the Course in the same year. The tentative month of declaration of result of the existing six Colleges by the Universities is as given in the table below:-


3. Eligibility Conditions:

(a) Female candidates who are unmarried/divorced/legally separated/ widow without encumbrances.
(b) Nationality – Citizen of India
(c) Date of Birth – Born between 01 Oct 1995 and 30 Sep 2003 (both days inclusive).
(d) Educational Qualification – Candidate must have passed in the first attempt, Senior Secondary Examination (10+2) or equivalent (12 Years schooling) examination with Physics, Chemistry, Biology (Botany & Zoology) and English with not less than 50% aggregate marks as a regular student from a Statutory / Recognized Board /University/ Examination Body. Candidates who will be
appearing for final year of qualifying examination during the current academic session may also apply provisionally. The candidates finally selected for the course will have to submit proof of passing the qualifying examination with requisite subjects and marks before joining the Course.

(e) Physical standards - Medical fitness will be determined as per standards applicable for Commission in the Armed Forces as amended from time to time.
X-Ray examination of Chest and USG (of abdomen & pelvis) will be done. Minimum height required for entry into Armed Forces for female candidates is 152 cm. Gorkhas and candidates belonging to North Eastern region of India, Garhwal and Kumaon will be accepted with a minimum height of 148 cm. 4.  Selection: Eligible applicants will be called for an objective type Online Computer Based Examination of 90 minutes duration likely to be held in Apr 2020, covering General English, Biology, Physics, Chemistry and General Intelligence. On the basis of merit of Online Computer Based Examination, candidates will be called for interview during May 2020. Final selection will be based on the combined merit of Online Computer Based Examination & Interview, subject to medical fitness of the candidate, choice & vacancy in each College.

5. Interview & Medical Examination: Merit listed candidates of Online Computer Based Examination will appear for interview & medical examination at selected centres. Candidates declared FIT/UNFIT in medical examination will be informed about their medical status, including the procedure of requesting for APPEAL/REVIEW MEDICAL BOARD by the President of the Selection Medical Board (SMB).

6. Test Centres : The candidates are required to choose the examination centre from the list of centres provided while filling the online application form. Allotment of centers will be on “first apply-first allot” basis. If the number of candidates is inadequate/more than the capacity of a centre, the candidates opting for that centre will be allotted any other centre as per the administrative feasibility. No correspondence/requests regarding change of centre from any candidate will be accepted.

7. How to apply:

(a) Candidates may apply and pay the application fee online through www.joinindianarmy.nic.in which will be accessible from 14 Nov 2019 to 02 Dec 2019.  The candidate’s E-mail ID is the user ID for this website and the candidate will select her own password. Candidates must remember their username & password for further correspondence.

(b) Only the Eligible candidates will be able to pay the online application processing fee of Rs 750/- (Rupees seven hundred and fifty only). On successful completion of online payment a bank reference number (DU Number) will be generated for the future correspondence of the candidate. (Online submission of applications & online payment of fee can be done till 5:00 PM on 02 Dec 2019).

(c) The Admit cards for Online Computer Based Examination will be made available on www.joinindianarmy.nic.in by 3rd week of Mar 2020. No Admit card will be sent by Post.

Important Note:-

(a) Receipt of DU Number is not the criteria for successful payment.

(b) Candidates are requested to make sure that the application fee is  debited from the bank account for successful payment.

(c) Take the printout of the Payment receipt and read it carefully before final submission of the online application form.

(d) It is candidate’s responsibility to ensure successful payment of the application fee.

(e) Admit Cards will be generated only for those candidates who have successfully completed the payment of application fee and entered the correct DU number in the online application form.

(f) Applications sent by post will not be accepted.

(g) No correspondence/requests regarding refund of application fee from
any candidate will be accepted.

8. The selection of the candidate for B Sc (Nursing) will however be subject to producing of the original Mark sheet/Certificate of the qualifying examination i.e. 10+2 or equivalent before final selection and meeting all other eligibility criteria. The selected candidates, if found not in possession of documents /mark sheets as per eligibility criteria, at the institution to which they report, the admission is liable to be cancelled. In such cases no TA will be applicable.

Duplicate submission of application will be summarily rejected and no fee will be
refunded. It is mandatory for the candidates to submit one active E-mail ID and mobile number
for all future correspondence with us.


9. The aforesaid conditions are subject to modification, if deemed necessary.

10. No correspondence will be entertained from the candidates with regard to either the receipt of applications/ status of applications/ details or reasons of rejected applications. Admit Cards of eligible candidates called for Online Computer Based Examination will be uploaded on www.joinindianarmy.nic.in by the 3rd week of Mar 2020.

MAKE A MOVE AND JOIN THE ARMED FORCES AS SHORT SERVICE COMMISSIONED OFFICERS IN THE MILITARY NURSING SERVICE (MNS) : 2018-19


1. Applications are invited from female candidates who have passed MSc (Nursing) /PB B Sc (Nursing)/B Sc(Nursing) for grant of Short Service Commission in the Military Nursing Service.

2 .Nationality - Must be a citizen of India

3. Qualification & Registration: Should have passed MSc (Nursing) /PB B Sc (Nursing)/B Sc(Nursing) from INC recognized University and be a registered Nurse and Midwife from a State Nursing Council (The candidate will be required to bring original and self attested copies of marksheet, passing certificate and valid State Registration certificate at the time of interview).

4. Date of Birth -Between 16 year to 24 year

5. Physical Fitness: Medical fitness will be assessed as per Military Standards by Military Authorities. X-Ray examination of Chest and USG (of abdomen) will be done. The physical fitness of selected candidates will finally be determined by a Medical Board under arrangement made by the office of DGAFMS. Candidates pregnant at the time of medical examination and joining for commission will be rejected being temporarily medically unfit.

6.  Method of Selection


(a) Written test : Only eligible candidates will be called for a written test to be conducted during the first/Second week of Sep 2018. The written test of 100 marks will consist of objective type questions based on Nursing, English language and Gen intelligence. There is no negative marking. The OMR based evaluation of the answer sheets will be done at IHQ of MoD(Army) and the result of successful shortlisted candidates will be declared online on the army website with the instructions for interview by fourth week of Sep 2016.Confirmation of the result will be the individual responsibility of the candidates. This Office will not be responsible for informing the result individually.
(b) Interview and medical examination: A required number (not more than three times of vacancies) of shortlisted candidates of the written test, in the order of merit will be called for interview during the month of Oct 2016 at Delhi. Thereafter, only the candidates who have cleared the interview will be subjected to Medical Examination. The process of interview and medical examination may take2-5 days. Arrangement for accommodation will be individual responsibility. Only the required number of shortlisted candidates (as per vacancy and merit) who are pronounced medically fit in all respect will be sent call letters to report to the various hospitals in Armed Forces. No correspondence/queries will be entertained. The decision of the Board for written test and interview will be final. Candidates declared
FIT/UNFIT will be informed by the President of the Medical board including the procedure of requesting for APPEAL/REVIEW MEDICAL BOARD. The candidates called for interview will be paid Sleeper class Railway fare from the place of residence to the place of interview/medical examination and back only on submission of the original tickets, as amended from time to time. The candidate called for interview, if found not in the possession of documents as per eligibility criteria, will be rendered ineligible to appear for the interview and the selection is liable to be cancelled. In such cases no TA will be applicable.

Employability Candidates selected for grant of SSC in the MNS will be liable to serve for five years extendable to a total tenure of fourteen (5+5+4) years, anywhere in India in the same way as Military Nursing Service (Regular) Officers of the Armed Forces (Army, Navy and Air Force). No request will be entertained on choice of posting through any means in the first five years of service.
  1. Emoluments : On completion of the pre-commissioning formalities, the candidates will be granted the rank of Lieutenant with the monthly Basic Pay of Rs 15,600 + Grade Pay Rs 5,400/- + Military Service Pay- Rs 4,200/- + DA and other Allowance as per prevailing rates. Entitled ration, accommodation and allied facilities will also be offered.

    Note- Nursing Officers with B Sc Nursing qualification are eligible for one year antedate of commission; Nursing Officers with M Sc Nursing qualification are eligible for two years antedate of commission and one year antedate for each completed year of previous service rendered in Nursing Profession after fully qualifying as nurse midwife in a Govt recognized Hospital/Medical College/Health Institute subject to a max of two years antedate and provided that previous service was not terminated on grounds of unsuitability or misconduct or profound professional negligence or indiscipline or any other disciplinary ground. In case of a candidate who is eligible for ante date under more than one of the preceding clauses, the total period of ante date will be limited to two years. The period of antedate will neither carry any back pay in any case nor will it count for gratuity as per rules.
    1. Permanent Commission:SSC Officers of the MNS will be considered for grant of permanent commission as per existing rules as amended from time to time. They will be subjected to interview by a Selection Board duly constituted for the same. However, the grant of Permanent Commission will be subject to availability of vacancies in the Cadre.
    2. Written examination centres:The written examination will be conducted at Lucknow and Pune during the first/second week of Sep 2016. The examination date will be intimated on the website at the time of filling of application form. In case a need to add another centre arises due to more number of applicants, then the same will be intimated in the website accordingly.
    1. How to apply:
    (a) The online application will be hosted on the web page of www.joinindianarmy.nic.in. The procedure for filling up of the application form, payment, admit card and subsequent processing will be available on the same website.
    • Candidates may apply online through joinindianarmy.nic.in which will be accessible from 18 Jul 2016 to 03 Aug 2016. Eligibility of the candidate will be known while submitting the online application.
    • The candidate’s email ID is the user ID for this website and the candidate will select their own password. This email ID is the only user ID for the whole process. Candidates should use the same active email ID during the whole process.
    • The candidates should keep file (soft copy) of passport size photograph (size 3.5 X 3.5 cms) taken in the light background in jpeg format and file of scanned copy (jpeg/pdf format) of signature of the candidates ready, before filling online application. These files have to be attached to the online application, hence are necessary. File size should be between 5 Kb-20Kb.
    • The eligible candidates will only be able to pay an amount of Rs 200/- (Rupees Two Hundred only) through payment gateway from the system for making the payment. No payment will be accepted after the last date of submission of application.
    • After making the payment, the candidate will be able to complete the online submission of the application.
    • After filling the details and submitting the application, an acknowledgement will be generated and a roll number will be allotted to candidate. The candidate can save or print the application form. In case the application is not being saved due to any technical problem, save the screen view of the acknowledgement and the screen view of filled application form, using the "save as” button.
    • The candidate should affix herself attested photo on the printout/copy of the saved application/saved screen view and acknowledgement and sign the application.
    • The admit card for the written test can be generated only online after successful completion of application format.
    (b) The selection of the candidates for SSC in MNS will be subject to producing the following self attested documents at the time of interview:-
    • Matriculation Certificate/School Leaving Certificate (indicating date of birth)
    • Valid registration certificate of upgraded PG/PB B Sc /B Sc Nursing course.
    • PG/PB B Sc /B Sc Nursing certificate & marklists.
    • NCC Certificate, if any
    • Character Certificate issued by a Gazetted Officer
    • Proof of Indian Nationality (Nationality/Domicile certificate/Voter ID/Aadhar Card/Passport/any other proof)
    • No objection certificate from the present employer, if employed.
    • One self addressed envelope with Rs 40/- postal stamp for speed-post (of call letters if selected).
    • Copy of release order if previously served in Military Nursing Service
    • In case of change of name, copy of Gazette Notification/any other authority clearly highlighting your new name
    (c) Applications/payments in any mode sent by post will not be accepted.
    No correspondence will be entertained from the candidates whose applications have been rejected. No correspondence will be entertained with regard to either the receipt of application/status of application/ details or reasons of rejected applications.
